Required market study sections

Iowa uses its own standalone market study methodology rather than the NCHMA Model Content Standards. Own-methodology (pure). IFA prescribes its own methodology in Appendix O and does NOT defer to NCHMA. Requiring the NCHMA Market Study Index as a companion document and NCHMA terminology/good-standing is a qualification/attachment requirement — it does not make the methodology NCHMA's. If Appendix O is silent on a point, say so and stop; do not import NCHMA or another state's methodology.
